The rim of this whorl is defined by a band of repeated formline-style eyes.  The pupil of each eye is inset with abalone.

No particular story or image is intended here: just a design to complement the whorl.  The octagonal inner edge of the decorative band creates a sort of artistic tension with the circularity of the whorl.
